The best way to travel around the area is by car or bike. Car hire is similarly priced to other European countries and easily accessible from all the local airports. The High Tatras are packed with cycle routes and we've spent a week at the house without a car, buying food from the nearby village and cycling everywhere else, with no problems at all. Otherwise, there is a fairly infrequent bus service to the village and a good train service to local village, Liptovsky Hradok, or even better, to Liptovsky Mikulas, the nearest large town - both an inexpensive taxi ride from the house.
