Fly into the Puebla airport and take taxi. Fly into Mexico City airport and take first class non-stop bus from the airport to Puebla´s small dedicated bus station, then 7 minutes by taxi.

Taxis are very affordable and now Uber operates in Puebla too, and the fares are even less than local taxis.
